Quality Blacklist and Sliding Profits on One Side; Canton Fair Gold and Thailand Ramp-Up on the Other: FSL’s Dual Narrative

Over the past month, China Time-honored Brand FSL (Foshan Electrical & Lighting, 000541.SZ) has appeared on two news tracks at once: one showing the harsh reality of failed quality inspections and a 63.73% plunge in H1 net profit; the other showing positive signals from a Canton Fair design gold award and the capacity ramp-up of its Thailand production base. The growing pains of a legacy lighting company are on full display.
Quality Track: Fourth Regulatory Call-Out This Year
The Guangdong Provincial Administration for Market Regulation recently released its 2025 quality supervision bulletin, in which two luminaires made by FSL failed the harmonic current test: a 24W LED ceiling lamp and a 15W LED T70 bulb. This marks the fourth time this year the company has been called out for quality issues:
| Date | Regulator | Issue |
|---|---|---|
| Oct 2026 | Guangdong Provincial Market Regulation Administration | Harmonic current failures: LED ceiling lamp, T70 bulb |
| Jun 2026 | Xiamen Municipal Market Regulation Administration | Eye-protection downlight failed mains terminal disturbance voltage |
| May 2026 | Jiangsu Provincial Market Regulation Administration | Recessed luminaire failed energy-efficiency test |
| 2025 | National Enterprise Credit Information System | Folding desk lamp failed harmonic current test |
Mandatory national standard GB 17625.1—2022 sets explicit harmonic current limits for lighting equipment; since July 1, 2024, non-compliant products may no longer be produced or sold.
Performance Track: Persistent Margin Pressure
| Period | Revenue | Net Profit (attributable) |
|---|---|---|
| FY2025 | RMB 8.797B (-2.78%) | RMB 215M (-51.85%) |
| H1 2026 | RMB 4.095B (-6.63%) | RMB 41.7M (-63.73%) |
The report attributes the profit decline to lower gross margins, higher FX losses and weaker subsidiary earnings. The company’s acquisitions of Liaowang and Nationstar Optoelectronics were meant to open a second curve in automotive lighting and LED packaging — but Nationstar posted a loss in Q1 2026 that dragged on the parent, and Nanning Liaowang’s auto-lamp business, while sizable, contributes little profit. Q3 results are due October 28.
The Upside: Design Gold and Overseas Capacity
At the 140th Canton Fair, FSL’s modular smart sensor panel lights designed for seniors won the CF Design Innovation Gold Award. Built on an “invisible care” design philosophy, the product features a senior-friendly healthy-light spectrum plus radar and light sensors, delivering adaptive “light on as you enter, gentle dim-off as you leave” environments that tap into the silver economy.
Meanwhile, the company confirmed on its investor platform that its Thailand production base is ramping up in an orderly manner, with output release paced by customer orders and local sourcing — strengthening its overseas supply chain and delivery capability, in line with the broader trend of exporters hedging tariff risk through offshore production.
Lost points on quality control and gained points on overseas expansion are testing the management resilience of this 68-year-old brand at the same time. The Q3 report on October 28 will be the next window into its transformation.
